The agricultural sector is increasingly shaped by digital innovation – and OASIS is stepping in to address one of the region’s biggest bottlenecks: outdated and fragmented geospatial data. The project introduces a next-generation monitoring solution that empowers national paying agencies in Lithuania and Latvia to assess subsidy compliance and land eligibility without relying solely on traditional, time -consuming and resource-heavy field inspections.
OASIS – Optimizing Access to Services through Integrated EO and AI Solutions for Innovative Societies – is co-financed by the Interreg VI-A Latvia–Lithuania Programme 2021–2027.
Project objective – to help local farmers in Latvian-Lithuanian border regions applying for subsidies under different schemes. By improving the accuracy of agricultural monitoring and control systems, OASIS aims to reduce penalties, field inspections, and costs, ensuring fairer and more efficient support for farmers.
Main output of the project – an AI tool integrated into national paying agencies control and monitoring division platforms. This tool will produce the super-resolved satellite images to replace on-the-spot checks and develop common data standards. Additionally, datasets will be made publicly available through open-access repositories, benefiting sectoral agencies, local government units and researchers.
The project aims to deliver an integrated, AI-powered tool developed by using super-resolved EU Copernicus programme Sentinel-2 satellite data, i.e., 1 metre resolution.
This tool will enable faster, more transparent and cost-efficient assessment of agricultural land use and eligibility for Common Agricultural Policy (CAP) support.
At its core, OASIS focuses on improving how national institutions use data. The project will process remote sensing imagery to create accurate, up-to-date datasets. These datasets will be made publicly available through open-access repositories, allowing for better governance, research and environmental monitoring. More than 90,000 farmers from the border regions in Lithuania and Latvia are expected to benefit from clearer rules, reduced administrative burden and a more reliable application process for EU subsidies.
The OASIS kick-off meeting took place in Vilnius, Lithuania, on 28 April 2025. The project partnership involves two accredited national paying agencies – National Paying Agency (NPA) in Lithuania and Rural Support Service (RSS) in Latvia. Both institutions are the only institutions in Lithuania and Latvia managing the EU support for agriculture and rural development as well as respective data systems. Over the next two years, the consortium partners will host stakeholder events, test the AI tool in pilot areas, and train staff in both countries on the new digital processes.
